An internet service provider reseller can be thought of as an ISP provider. That is, it's a provider of Internet service providers. It does not offer regular ISP services to regular customers. Rather, it focuses on reselling ISP services in bulk to other ISPs. In this way (pooling resources, ISP technologies, etc.) ISPs can save money through economies of scale. Most ordinary consumers will never have need for an ISP reseller.
